Education

Working with education authorities, elected officials, school management, teachers, parents and students, the Mission to Bosnia and Herzegovina has the lead responsibility in the international community for supporting education authorities in ensuring inclusive and quality primary and secondary education for all children in Bosnia and Herzegovina.

Overview

Bosnia and Herzegovina's children face ethnic discrimination and segregation in their schools and classrooms. This situation does not prepare its young people for success in the 21st century. With the aim of ending discriminatory policies and practices that foster ethnic segregation and distrust, the Mission works to improve the quality of education throughout the country by advocating for policies that promote reconciliation and secure sustainable peace. 

The Mission works to ensure equal rights to education for all children and encourages and supports local authorities in developing inclusive and non-discriminatory education. It works to counter such practices as ‘two schools under one roof’ and the teaching of content that entrenches divisions and ethnic segregation in education, as well as school environments promoting such divisions.

The Mission supports the education authorities to reform their curricula in line with the Bosnia and Herzegovina Common Core Curriculum based on student learning outcomes and contemporary trends in curriculum development. With an aim to ensure that these changes reach classrooms and enhance teaching and learning experience of all children, the Mission also advocates for the continuous professional development of teachers.

History Teaching Materials on 1992- 1995 in Bosnia and Herzegovina: Building Trust or Deepening Divides?

Following the introduction of content on the 1992-1995 period in BiH into textbooks and teaching materials, the OSCE Mission to Bosnia and Herzegovina conducted an analysis, the results of which are brought together in this report. The purpose of this report is two-fold: to present the results of the analysis on the representation of this sensitive period in teaching materials and the subject of history textbooks currently in use and to suggest ways to teach history that would promote mutual understanding, reconciliation, and sustainable peace in BiH.

This report examines school names, symbols and manifestations at the primary and secondary school level in Bosnia and Herzegovina. The report is the latest status update produced by the OSCE Mission to Bosnia and Herzegovina (the Mission) on the topic of non-inclusive education in the country. Findings are based on the Mission’s regular monitoring of more than 2,000 central and branch schools located throughout BiH.

“Two Schools Under One Roof” - The Most Visible Example of Discrimination in Education in Bosnia and Herzegovina

In Bosnia and Herzegovina (BiH) the right to education is being violated because of discrimination, which exists in schools in both entities. This report from the OSCE Mission to BiH (‘the Mission’) addresses the practice of ‘two schools under one roof’ in the Federation of BiH (FBiH) as the most visible (but by no means only) manifestation of discrimination in the education systems of the country.
